You need to confirm that the wiring is done correctly or else it will give you issues. Check out the video below to see how the wiring should be setup. Also, I would check for any lose connections at the power block and the cables that come from and to the power block. Many times there is a connector that is loose or a wire that is dislodged from the connector somewhere. I’ll include a second video that shows you how to tare down a gogo scooter.

Here is a video that shows you how to test your batteries at home. You just need a multi-meter.
You need to replace the brake assembly.

You definitely have the cables in the wrong order. You have a Pride Go Go Sport, here is a picture of the wire setup for the female power connector.
From the top of the female connector, you should see the 4 wire colors in the following order:
Black
Yellow
Black
